PAC is an independent, not-for-profit research organisation committed to improving the quality of governance in India. Through research, data, analysis, training and knowledge dissemination, PAC seeks to contribute to informed public discussion and better governance.

1. Use of the Website
PAC’s websites are intended primarily to provide information about PAC, its research, publications, activities, programmes, people, partners and related resources.
Users may access, read, download and use materials made available on the website for lawful purposes and in accordance with these Terms of Use.
Users must not use the website or its content for any unlawful, fraudulent, misleading, abusive or harmful purpose.
2. Research and Public-Interest Information
PAC publishes research, analysis, reports, datasets, articles, presentations and other materials relating to governance and public-interest issues.
PAC’s research may be based on:
- Primary data collected directly by PAC through surveys, interviews, field research, consultations and other methods;
- Secondary data obtained from government, public institutions, academic sources and other sources;
- Analysis of publicly available information;
- Collaborative research and information provided by research partners or stakeholders.
The source, methodology and limitations of particular research materials may be described in the relevant publication.
Users should refer to the methodology, notes, references and source information accompanying a publication before interpreting or using its findings.
3. Accuracy and Limitations
PAC makes reasonable efforts to ensure that information published on its websites and in its publications is accurate and appropriately sourced at the time of publication.
However, research and other published material may contain limitations arising from the availability, quality, scope or nature of the underlying data and research methodology.
PAC does not warrant that all information on the website will always be complete, current, error-free or suitable for every particular purpose.
Research findings and opinions expressed in a publication belong to the authors or contributors identified in that publication, unless otherwise stated.
The publication of a research finding, opinion or analysis does not necessarily represent the position of every PAC stakeholder, partner, funder or associated institution.
4. PAC Research and Intellectual Property
Unless expressly stated otherwise, research reports, publications, original written material, graphics, datasets, methodologies, photographs, designs and other original content created by PAC remain the intellectual property of PAC or the respective rights holder.
PAC’s publications are generally made available for public-interest, academic, educational, research, policy and non-commercial use.
Users may reproduce or reuse PAC material, in whole or in part, subject to the following conditions:
- PAC must be appropriately acknowledged;
- The title of the publication or material should be identified;
- The relevant author(s), where applicable, should be credited;
- The source and PAC publication or webpage should be cited or referenced;
- The material must not be presented as original work of the person or organisation reusing it;
- The material must not be altered or presented in a misleading manner;
- Reuse must not imply endorsement, sponsorship or affiliation by PAC where none exists.
Where a particular publication, dataset, photograph, graphic, report or other material states that reuse requires prior permission, users must obtain the required permission before reproducing or distributing it.

5. Suggested Citation

6. Third-Party and Collaborative Material
PAC’s websites may include or refer to material produced by third parties, research partners, government institutions, academic institutions, donors, stakeholders or other organisations.
Such material may be included because of its relevance to PAC’s work, a recognised contribution by PAC, a collaborative relationship, or its value as a public resource.

7. External Links, Logos and Organisations
PAC’s websites may display the names, logos and links of partner organisations, government institutions, academic institutions, donors, stakeholders, collaborators and other organisations.
Their inclusion is intended to acknowledge relationships, collaborations, institutional associations or sources of information.
Unless expressly stated otherwise, inclusion of a name, logo or link does not constitute an endorsement of that organisation, its products, services, views or policies by PAC.
External websites are governed by their own terms and policies, and PAC is not responsible for their content, availability, security or privacy practices.
8. Photographs and Other Media
Photographs and other media appearing on PAC’s websites, publications and social media channels may have been captured during research activities, field visits, events, meetings, stakeholder engagements, training programmes, institutional visits or other activities involving PAC.
Such material may be used for documentation, communication, archival and public-interest purposes.

9. Data and Datasets
Where PAC makes datasets, tables, charts or other research data available, the accompanying documentation, methodology and source information form an important part of the material.
Users must not misrepresent the origin, meaning, methodology or limitations of PAC data.
Data derived from third-party sources remains subject to the terms and conditions, licences or rights applicable to those sources.
Where a dataset or data resource is accompanied by specific terms of use, those terms will prevail over the general provisions of this page to the extent of any inconsistency.
10. No Unauthorised Modification or Misrepresentation
Users must not:
- Modify PAC material in a manner that changes its substantive meaning without clearly identifying the modification;
- Remove source or attribution information;
- Present PAC research as their own work;
- Use PAC’s name, logo or identity in a manner that suggests an unauthorised partnership, endorsement or affiliation;

PAC seeks to maintain its websites and associated resources for public access. However, PAC does not guarantee uninterrupted availability of the websites or individual resources.
