Road-Map to Establish the International Migration Centre - Karnataka (IMC-K): Building Pathways for Overseas Employment and Global Recognition presents a comprehensive roadmap for establishing the International Migration Centre - Karnataka (IMC-K) as a dedicated institutional mechanism to facilitate safe, skilled, and globally competitive overseas employment for workers from Karnataka. The report analyses international migration trends, Karnataka's demographic and skill profile, global labour market demands, and existing migration governance systems in India while drawing lessons from successful models in Kerala, Telangana, Andhra Pradesh, Punjab, Sri Lanka, and the Philippines. It proposes an integrated framework covering skill development, language training, certification, labour market intelligence, pre-departure orientation, ethical recruitment, migrant welfare, post-arrival assistance, reintegration of return migrants, and partnerships with government agencies, employers, and recruitment organisations. The report also outlines the proposed organisational structure, governance model, financial requirements, implementation roadmap, monitoring framework, and policy recommendations for IMC-K, positioning it as a one-stop institution to strengthen migration governance, enhance international employability, protect migrant workers, and leverage overseas employment as a driver of Karnataka's economic development and global workforce participation.
