Localising Governance: Strengthening the Role of Last Mile Institutions in Karnataka – Volume 2 presents an evaluation of the functioning of Urban Local Bodies (ULBs) and six key last-mile service delivery institutions in Tumakuru City Corporation, undertaken by the Public Affairs Centre (PAC) for the Karnataka Administrative Reforms Commission-II (ARC-II). The study assessed City Corporation offices, Primary Health Centres, Sub-Centres, Primary and Secondary Schools, Anganwadi Centres, and Fair Price Shops using a mixed-method approach comprising field observations, key informant interviews, community scorecards, and secondary data analysis. Guided by the 3F framework (Functions, Functionaries and Funds) and the 3E framework (Efficiency, Effectiveness and Economy), the evaluation examined institutional performance, governance processes, service delivery, financial management, staffing, interdepartmental coordination, grievance redressal, and citizen participation. The report identified gaps in administrative capacity, accountability, training, committee functioning, digital systems, and monitoring, and proposed evidence-based recommendations to strengthen local governance through institutional reforms, improved coordination, enhanced capacity building, clearer responsibility mapping, better utilisation of funds, and more efficient, transparent, and citizen-centric delivery of essential public services.
