Interim Evaluation of KGMSDC Project: Assessment of Karnataka-German Technical Training Institute (KGTTI) as Model Multi Skill Development Centres presents an independent evaluation of the Karnataka-German Multi Skill Development Centres (KGMSDC), implemented with support from the Government of Karnataka and GIZ, to assess their effectiveness in delivering industry-oriented vocational training across five KGTTI centres in Karnataka. Using a mixed-methods approach comprising surveys, focus group discussions, interviews, and stakeholder consultations with students, alumni, trainers, employers, parents, institute directors, and GIZ officials, the study evaluates training quality, infrastructure, governance, industry linkages, placement support, and institutional sustainability. The report finds that KGTTIs have successfully exceeded student training targets and significantly enhanced trainees' technical competencies and employability through German-standard, demand-driven vocational education. However, it also identifies challenges including staff shortages, limited public awareness, inadequate placement support, insufficient industry outreach, and the need for stronger post-training tracking mechanisms. The report recommends establishing dedicated placement cells, strengthening industry partnerships, expanding outreach activities, upgrading infrastructure and training facilities, enhancing trainer capacity, introducing new market-oriented courses, and shifting from output-based to outcome-based monitoring to improve long-term employment outcomes and strengthen the sustainability and scalability of the KGTTI model across Karnataka.
