Evaluation of the Capacity Building Training Programme for Newly Elected Gram Panchayat Members (2020–21), and the Refresher Training Programme for Elected Women Representatives of Gram Panchayats (2023–24)

The 73rd Constitutional Amendment Act, 1992 strengthened grassroots democracy in India by institutionalising Panchayati Raj Institutions and reserving at least one-third of seats for women. However, many newly elected Gram Panchayat representatives—especially women and members of SC, ST, and OBC communities—face gaps in administrative, financial, technical, and digital knowledge, limiting their effectiveness in local governance.

 

To address these challenges, ANSSIRD, Mysuru implemented two training programmes: one for newly elected Gram Panchayat members in 2020–21, and a refresher programme for elected women representatives in 2023–24. The evaluation study assesses the relevance, quality, and effectiveness of these programmes and identifies ways to improve their design, delivery, and post-training support.
