Assessing Digital Literacy
PAC’s first CSR project for the Toyota Kirloskar Motors included an assessment of the current usage of ICTs and the levels of Digital Literacy in Dyavalinganapalya.
Assessing Digital Literacy in Dyavalinganapalya presents a baseline assessment of the digital readiness and digital literacy levels of households in Dyavalinganapalya village, Ramanagara district, Karnataka, undertaken by the Public Affairs Centre (PAC) for Toyota Kirloskar Motors (TKM) as part of its CSR initiative. The study combines household census surveys, institutional interviews, field visits, desk research, policy analysis, and a digital competency framework based on PMGDISHA to evaluate access to digital devices, internet usage, digital financial inclusion, awareness of e-governance services, and willingness to participate in digital literacy programmes. The findings reveal high mobile phone ownership and moderate internet penetration but limited use of digital technologies beyond communication and entertainment, with low awareness of digital government services, online payments, and citizen-centric applications. Based on a gap analysis aligned with PMGDISHA competency standards, the report recommends a community-led digital literacy model, strengthening digital capacity in schools and Anganwadi centres, integrating village-level training with PMGDISHA, and implementing an 18-month Digital Literacy Road Map to transform Dyavalinganapalya into India's first 100% digitally literate village, thereby improving digital inclusion, access to public services, financial literacy, and socio-economic development.
