Best Practices in Methodological Approaches at Public Affairs Centre – Centre for Open Data Research (PAC-CODR)

With an express mandate of furthering government-wide data-driven policy formulation, programme design, and resource allocation in Karnataka, the Department of Planning, Programme Monitoring, and Statistics, Government of Karnataka (PPMS, GoK) in partnership with the Public Affairs Centre, Bengaluru (PAC), instituted the Centre for Open Data Research (CODR) in January 2020. To this effect, PAC-CODR conducts data analytics with a view to enable predictive analysis and scientific monitoring of Karnataka’s progress in achieving the United Nations- Sustainable Development Goals (UN-SDGs). 

The document is a compendium of emergent data analysis methods used at PAC- CODR for public policy formulation and evaluation. The following sections highlight verifiable, replicable tools developed/applied at PAC-CODR against the context of the assessment of Karnataka’s performance in SDGs
