Mr. Virendra Kumar Singh is a social and community development professional with extensive experience in programme management, social development, research, monitoring and evaluation, community engagement, social safeguards, gender mainstreaming, resettlement and rehabilitation, training and capacity building, and partnership coordination.

His professional experience spans a broad range of development sectors, including urban infrastructure and services, water supply and sanitation, slum development, elementary education, child rights and child labour, livelihoods, gender and social development, poverty alleviation, Panchayati Raj Institutions, and community development. He has undertaken responsibilities involving programme planning and implementation, social research, monitoring and documentation, evaluation, development of monitoring systems, stakeholder and community consultations, institutional strengthening, training, NGO partnerships, and social safeguards.

He has significant experience in social safeguards and resettlement and rehabilitation, particularly in large urban infrastructure and water and sanitation projects. His work has involved preparing and updating Resettlement Plans and safeguard documentation, developing Gender Action Plans, conducting field assessments, facilitating consultations with affected communities, supporting livelihood restoration activities, and ensuring compliance with the Asian Development Bank (ADB) Safeguard Policy Statement, 2009.

He has also worked extensively on inclusive education, child rights and community development. His work with ASPIRE included supporting the development of an integrated MIS for monitoring project outputs and establishing participatory systems for research, monitoring, documentation and evaluation of programmes promoting inclusive and relevant elementary education among tribal children in Odisha and Jharkhand. Earlier, through CRY, he worked on eliminating child labour through universal quality elementary education and coordinated child-rights networks and advocacy initiatives in Uttar Pradesh.

He has undertaken action research and evaluation assignments for organisations including UN-HABITAT, UNDP, Charity Aid Foundation, Terre des Hommes, Germany, and Tearfund Netherlands. His experience combines field-level community engagement with programme monitoring, evaluation, institutional development, research, and development-sector documentation.
