Puja Minni is a public policy researcher and educator with over 15 years of experience in policy research, programme evaluation, public finance, education, health, and governance. Her work focuses on the intersection of technology and public policy, particularly how digital systems shape inclusion and exclusion in social sector programmes. She has led and contributed to research on education, teacher management, public expenditure, health, gender, and digital governance for national and international organisations. Alongside her research, she teaches public policy, ethics, research methods, and public finance at leading academic institutions, drawing on extensive field and policy experience.
