People’s Audit of Five Basic Services in the Second Decade of the Millennium
At the dawn of the 21st millennium, PAC carried out a national study covering all the states of Indiato assess the state of India’s public services based on user experience. Using the CRC approach, userfeedback was taken from 37,000 households on five public services – drinking water, primary healthcare, primary education, primary distribution of food and public transport. Aspects covered includedaccess, use, reliability and satisfaction. PAC has decided to revisit the same services in all the majorstates of the country at the end of the first decade after the first study.
The second study will enable us to assess the progress being made in the delivery of the same set of fiveservices over the past decade. The findings of the second study will be benchmarked against the findingsand conclusions of the first. The second will also be unique in the sense that it will be for the first timethat services will be measure to enable the government and citizens to judge whether there has been aprogress in the performance of these services.
