Press Release – Assessment of Compliance to Suo Moto Provisions

The report of the assessment was released by Justice M.N.Venkatachalaiah, former Chief Justice of India & Chairman PAC. Also present at the Conference were Dr. Samuel Paul, Founder – PAC and Dr. Gopa Kumar, Director, PAC. The report revealed that the central government ministries and departments with an average score of 53 percent emerge as public authorities with the highest compliance to the suo moto provisions of the Right to Information [RTI] Act while state governments score 28 percent followed by Union Territories at 19 percent. The combined average score of the Central and State Information Commissions is 44%. The assessment covered twelve central government ministries/departments sixteen departments each of the 28 state governments and the six Union Territories (UTs), the Central Information Commission; and the State Information Commissions of 27 state governments. The departments chosen for the assessment were those generally considered as more relevant for day-to-day life of citizens. Key recommendations of the report include -- fixing responsibility for implementation of suo moto provisions; prioritize categories of information under suo moto provisions; expediting the pace of cataloguing, indexing and computerization of records; incentivizing proactive disclosure; and periodic evaluations of compliance to suo moto disclosures.
